On Monday, Ukraine's domestic security service, the SBU, announced a groundbreaking operation: they struck a Russian submarine docked in the Black Sea port of Novorossiysk. The SBU's statement indicated that the vessel suffered critical damage, effectively taking it out of commission. The SBU also released video footage showing a significant explosion at the port. This Kilo-class submarine, capable of launching Kalibr cruise missiles (up to four at a time), has been a key tool in Russia's attacks on Ukraine. The SBU highlights that this class of submarine is nicknamed the "Black Hole" due to its sound-absorbing hull, making it difficult to detect by sonar. The estimated cost of such a submarine is around $400 million. Due to international sanctions, which limit Russia's access to vital technological components, the SBU suggests that building a similar submarine today could cost up to $500 million.

The SBU claims that the submarine was forced to remain in Novorossiysk due to the success of Ukraine's sea drone operations, which previously compelled Moscow to relocate many ships and submarines from Sevastopol Bay in the occupied Crimean Peninsula.

This attack occurred amidst ongoing diplomatic efforts to end the war. It was announced shortly after the conclusion of a second day of talks between US and Ukrainian delegates in Berlin.

At a Berlin news conference, Ukrainian President Volodymyr Zelensky emphasized the need for Ukraine to be "absolutely sure" about its allies' security guarantees before making decisions about the front line in a potential peace settlement with Russia. He stressed that any security guarantees should include monitoring the ceasefire.

And this is the part most people miss... Zelensky raised critical questions: "Who will carry out the monitoring? What sanctions will be applied if the monitoring missions are disrupted?" Although these questions remain unanswered, German Chancellor Friedrich Merz stated that the United States offered Ukraine "significant" guarantees during the Berlin talks, though he didn't provide specific details.
