The scale of the program is immense. Over 6.8 million New Yorkers, or 34% of the state's population, rely on Medicaid. One significant driver of this growth is the increasing number of workers providing home care, adult day care, and personal care services to the elderly.
The Justice Department has uncovered criminal fraud within the program, including a $68 million scam involving Brooklyn-based adult day care businesses. In another case, 10 defendants were arrested for billing Medicaid for non-existent home health services. The Post has also exposed instances of fraud in the Consumer Directed Personal Assistance Program, where taxpayers' money was allegedly lost to scammers, and the state spends up to $400 million annually on Social Adult Day Care centers, raising questions about duplication of services.
Oz's concerns extend beyond these specific cases. He highlights a 121% increase in spending on non-medical transportation services in the last three months, suggesting potential coordinated fraud through recruitment schemes, phantom rides, and inflated mileage claims. Mental health/psychotherapy services also appear to be a focus, with Oz expressing concerns about their cost.

She points to CDPAP reforms that saved billions for taxpayers while protecting essential home care services.
